Artificial intelligence (AI) is poised to fundamentally reshape the automotive industry through the development of fully autonomous vehicles. AI-enabled self-driving cars hold the promise of dramatically improving road safety, reducing traffic fatalities, alleviating congestion, enhancing transportation accessibility, and transforming mobility as we know it. However, the integration of AI into vehicular systems introduces formidable technological challenges, raises complex ethical questions, and creates a host of new regulatory concerns that policymakers must urgently address. This paper provides a comprehensive overview of the principal advantages and opportunities presented by AI-powered autonomous vehicles, examines the critical technical and operational challenges that remain to be resolved, and analyses the regulatory landscape and policy implications associated with their deployment. We argue that while AI has enabled remarkable progress in autonomous vehicle technology, substantial obstacles must still be overcome before fully self-driving cars can be safely deployed at scale. Policymakers will need to establish new standards governing the testing and deployment of autonomous vehicles, resolve liability and insurance frameworks, ensure the safety and cybersecurity of these systems, and cultivate public trust in the technology. Realizing the immense societal benefits that autonomous vehicles could offer will ultimately require sustained collaboration among industry, academia, and government, alongside well-considered technological and policy choices.
