The implementation of the Goods and Services Tax (GST) in India on July 1, 2017, marked a significant transformation in the country’s indirect taxation framework. While extensive research has examined GST’s economic and financial implications, limited attention has been given to its influence on Human Resource Management (HRM). This study investigates the adaptation of HR practices before and after GST implementation, focusing on payroll administration, employee reimbursements, compliance management, employee awareness, and technological integration. Using a descriptive and comparative research design, data were collected from 100 respondents, including HR managers, payroll specialists, finance professionals, and employees from GST-compliant organizations. The findings indicate that GST significantly altered HR functions by increasing compliance responsibilities, necessitating payroll system modifications, and strengthening interdepartmental collaboration. Organizations that invested in employee training, HR technology, and structured communication strategies demonstrated more effective adaptation and higher employee satisfaction. The study contributes to the growing body of literature on regulatory change management by highlighting the strategic role of HR in facilitating organizational adaptation to large-scale policy reforms.
KEYWORDS
The implementation of GST has had a transformative effect on Human Resource Management practices in Indian organizations. Beyond its role as a taxation reform, GST created significant organizational change requiring HR departments to assume expanded responsibilities in compliance management, payroll administration, employee communication, and training. The findings demonstrate that organizations that invested in employee development, technological advancement, and effective change management practices adapted more successfully to GST-related requirements. HR emerged as a strategic partner in organizational transformation, facilitating smoother transitions and enhancing employee readiness for change. As regulatory environments continue to evolve, HR departments will play an increasingly important role in ensuring organizational resilience, compliance, and sustainable performance.
