Abstract The transition from system implementation to Application Management Services (AMS) represents one of the most consequential — and frequently underestimated — phases in enterprise IT delivery. This article presents a Robust Transition Management Framework that integrates three governance layers: Design-to-Operate principles, Program Go-Live Stabilization Exit Criteria, and Operational Stability Dashboards. Together, these components form a closed-loop governance model ensuring systems transition from implementation to stable operations in a controlled, measurable, and sustainable manner.
KEYWORDS
Transition management is the critical bridge between system implementation and long-term operational success. By integrating Design-to-Operate principles, Program Go-Live Stabilization Exit Criteria, and Operational Stability Dashboards, organizations can significantly reduce operational risk while improving service reliability. This framework ensures enterprise systems are not simply deployed, but are stable, observable, and sustainable throughout their operational lifecycle. In an era of increasing technology complexity, structured transition governance is not optional — it is the foundation upon which dependable enterprise operations are built.
This evolution will enable organizations to move from reactive IT operations to predictive operational governance — transforming monitoring from a passive reporting function into an active risk-management capability.
