Human Resource management plays a vital role in modern organizations where efficient workforce monitoring and management directly influence productivity and organizational performance. Traditional HR systems often rely on manual processes or fragmented digital tools, which can lead to inefficiencies, data inconsistencies, and limited transparency in employee performance evaluation. This paper presents the design and development of a Secure HR & Workforce Management System, implemented as a mobile application using the Flutter framework. The system provides a centralized platform for organizations to manage employee records, attendance, leave requests, salary details, and performance appraisal processes through secure authentication and role-based access control. A local database using Hive is integrated to enable fast and reliable data storage. In addition to workforce management features, the system incorporates an employee appraisal module that enables HR personnel and management to evaluate employee performance and provide structured feedback. The proposed system enhances transparency, improves decision-making in HR processes, and ensures secure handling of workforce data. Future work includes integration with cloud-based services, advanced analytics, and automated performance evaluation systems.

The Secure HR & Workforce Management System effectively overcomes the challenges associated with traditional HR management by offering a centralized, secure, and mobile-based solution for handling employee operations. By integrating essential features such as employee record management, attendance tracking, leave processing, salary management, and performance appraisal, the system reduces dependency on manual processes and minimizes administrative workload. The use of a Flutter-based platform ensures smooth performance, user-friendly interaction, and cross-platform compatibility, making the system accessible and efficient for both administrators and employees. Furthermore, the application enhances transparency in HR activities and strengthens communication between employees and management. Overall, the system improves operational efficiency, accuracy, and decision-making capabilities, making it a valuable tool for modern workforce management
