Highway construction projects are essential for economic growth, regional connectivity, and industrial development. However, delays in highway projects remain one of the most significant challenges faced by the construction industry worldwide, particularly in developing countries like India. Delays result in cost overruns, contractual disputes, reduced productivity, and public inconvenience. This research paper examines decision-making models used for delay mitigation in highway construction projects. The study explores traditional and modern decision-making approaches such as Critical Path Method (CPM), Program Evaluation and Review Technique (PERT), Analytical Hierarchy Process (AHP), Fuzzy-AHP, Decision Trees, Building Information Modeling (BIM), and Artificial Intelligence (AI)-based predictive models. The paper also analyzes major delay factors in Indian highway projects and proposes an integrated framework for proactive delay mitigation. Statistical findings from recent studies indicate that land acquisition delays, poor planning, regulatory approvals, and financial constraints are major contributors to project delays. The study concludes that hybrid decision-support systems integrating risk assessment, data analytics, and digital construction technologies can significantly reduce project delays and improve highway project performance.

Delays in highway construction projects remain a major challenge affecting economic growth and infrastructure development. Research findings show that land acquisition delays, regulatory approvals, poor planning, and financial instability are the primary causes of project overruns. Decision-making models such as CPM, PERT, AHP, Fuzzy-AHP, BIM, and AI-based systems provide effective tools for mitigating these delays. The study concludes that integrated decision-support systems combining traditional scheduling techniques with digital technologies offer the most effective solution for modern highway project management. Future highway projects should adopt AI-enabled predictive systems and BIM-integrated management frameworks to improve efficiency, reduce delays, and optimize infrastructure delivery.
